Neil Bartlett brings over 40 years of extensive experience in Engineering, Operations, Program/Project Management, Contract Management, Risk Management, and Business Management, predominantly within the Defence sector. His career spans across various roles and geographies, including a remarkable tenure in both the British and Australian Defence Forces, as well as significant positions within the Defence Industry.
Neil's journey began with a distinguished 28-year service in the British Military, where he served 20 years in the Royal Air Force (RAF). During this time, he developed a robust foundation in engineering and technical airworthiness. Following his service in the RAF, Neil laterally transferred to the Royal Australian Air Force (RAAF), where he held the pivotal roles of Defence Industry Liaison Officer and Deputy Chief Engineer. Additionally, he served as the Director General Technical Airworthiness - Deputy Senior Design Engineer for Australia’s Tactical Fighter Capability, contributing to the enhancement of the nation's defence strategies.
Transitioning from active military service, Neil joined BAE Systems, where he played a critical role as the RAAF Hawk Mk.127 Lead-In Fighter (LIF) Customer Support Manager. He subsequently took on the position of Operations and Site Manager (WA) for the Australian Defence Force’s Fast Jet Training Capability at RAF Pearce. His leadership and expertise were instrumental in advancing the operational readiness of the training programs.
Neil's career further expanded with Raytheon Australia, where he managed the Offshore Patrol Vessel (OPV) Capability Lifecycle as the Capability Manager (CLCM) and Operations Team Manager. He then moved to Leonardo Australia, initially serving as the Maritime Communication Modernisation Project Manager and later as the Defence Program Manager. In these roles, Neil was responsible for overseeing critical defence projects and ensuring their successful implementation.
After his tenure in the Defence Industry, Neil transitioned into a consultancy role directly with the Australian Defence Department's Capability Acquisition and Sustainment Group (CASG) – Australian Industry Capability (AIC Division) – Office of Defence Industry Support (ODIS). As a Defence Industry Adviser, Neil provided invaluable assistance to Small to Medium Enterprises (SMEs), helping them navigate the complex and often prolonged pathways into Defence.
Neil's leadership journey continued as the General Manager at Blacktree Technology, where he managed their Communications Technology business, focusing on Defence's UHF Narrowband Satellite Communication Capability Sustainment Project. Following this, Neil established his own consultancy, NB Consulting, where he now supports businesses aspiring to establish a presence or grow within the Defence Industry market.
